Restricted Record · Controlled Access

The complete record is not published.
It is available to those with standing.

This public site presents the pattern and its sourcing. A separate, access-controlled evidentiary record holds the named and unredacted material. It is withheld from publication deliberately — not to obscure the facts, but because publishing it would identify child victims and witnesses. Verified professionals may request access in writing.

Why a restricted tier exists

A record that publishes everything is not brave. It is careless.

The restricted tier exists for three reasons, in this order:

  1. Child victim and witness protection. The underlying record concerns minors. Publishing names, images, clinical detail, or the specifics of allegations would identify children who did not choose any part of this, and would expose them to further harm.
  2. Legal confidentiality. Portions derive from juvenile dependency proceedings and child-welfare records that are confidential under state law. They are not mine to publish, and I do not publish them.
  3. Due process for accused persons. Where an allegation against any individual has not been adjudicated — or where a state agency investigated and did not sustain a finding — that allegation stays out of the public tier.

Who may request access

How to request

Submit a written request through the contact form or by email, stating:

  1. Your name, organisation, and professional identifier (bar number, badge or agency ID, board or docket reference, or masthead).
  2. The specific question or matter you are examining. Targeted requests are answered faster and more completely than general ones.
  3. Whether you require source documents or a summary with citations.

I will confirm your identity through your organisation before release. Access is granted per person — not by shared link or shared password — and is time-limited. An access log is maintained.

I do not require you to accept any restriction on your professional duties, your reporting, or your investigation. I ask only that material concerning minor children not be republished in identifying form.

What is not available, to anyone, through this site

These remain restricted regardless of who asks, and are referred instead through the appropriate criminal-referral and child-protection channels.

A note on the standard applied here

Every factual assertion on the public tier is tiered before use — VERIFIED (government or institutional document), SWORN (declaration under penalty of perjury), DOCUMENTED (record held by the author), or ACCOUNT (first-person, labelled as such). Where sources conflict, the conflict is stated rather than resolved in the author's favour. Findings adverse to the author are disclosed alongside those in his favour. Uncertified figures are not published.

The same discipline governs the restricted tier. You will not be handed a narrative; you will be handed documents and the index that organises them.
